* Drilling has already started in Westmoreland County, approximately 700 feet from the reservoir that provides water for thousands of homes.
* Millions of gallons of water, mixed with toxic chemicals will be pumped under high pressure to fracture the Marcellus Shale thousands of feet beneath the surface.
* There are many potential ways that this process could lead to contamination of our air and water.
* The regulations that govern this type of drilling were written in 1984, almost 20 years before the regions first Marcellus drilling rig was erected.
* The ability to drill Marcellus Shale has quickly outpaced our ability to regulate it.

    There are no ample laws and regulations and the industry has been a bad actor in community after community.

    Therefore, we believe every community should exercise the right guaranteed by our Pennsylvania Constitution
    Article 1, Section 27,

    Natural Resources and the Public Estate
    The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.
     
    This amendment, which was adopted in 1972, encompasses two basic principles. First, Pennsylvanians have a right to a decent environment, and second, Pennsylvania government has a trusteeship responsibility to protect that environment on behalf of future generations.
